2015 Paris Climate Agreement is just “the starting gun”

“(2015 Paris Climate agreement) is just a start. A beginning. It is not going to be enough get the CO2 reductions that we need. I see this as the starting gun.
What you have is pretty much every country in the world, which has expressed their intent, ‘We want to do something about this.’ Now we need the policy to achieve those reductions.”
Danny then said that this is where Citizens' Climate Lobby (CCL) comes into the picture as a solution. He stated,
“(CCL) has a policy that we think will achieve the emissions reductions that you need. It’s the best first step, and it is something that we are finding in the United States that you can get citizens behind. Also, it works at the border and across borders. That is really important for what is truly a global problem.”
Notes: Danny then describes Citizens’ Climate Lobby’s specific solution: carbon fee and dividend. This proposal puts a price “upstream” on fossil fuels at the coalmine, oil well or gas well. It begins at $15 a ton of the CO2 equivalent, increasing at $10 a ton per year.
The dividend collected is then returned 100% back to households evenly and includes a border adjustment. The purpose of that border adjustment is to discourage businesses to relocate to more permissive or dirtier regimes.
According to a 2014 report by the Regional Economic Models, Inc (REMI), CCL’s carbon fee and dividend proposal would reduce CO2 emissions by 50 percent below 1990 levels in 20 years.
